The Car Carbon Emission Analyzing System aids federal authorities only, in making decisions
aimed at curbing car carbon pollution as an effort to mitigate climate change in the country. This
project was developed because the various organizations involved with policy implementation on
car carbon emissions i.e., National Environmental Management Authority, Ministry of works and
transportation, and Uganda Revenue Authority, go through a long and tedious process collecting
and analyzing the necessary information required to guide them in decision making. Based on the
analysis in this report (page number 13-21), it was discovered that due to the length and tediousness
of these processes, data collection is conducted irregularly and under very long intervals. Even
after data is acquired, follow-up on policy adherence is equally tedious, this leads to reluctance on
policy follow-up hence limited relevancy of policies developed. This report details the
methodology used to develop the car carbon emission analyzing system
We used mostly questionnaires to get information from the respondents due to the standard
Operating Procedures in line with the Covid-19 guidelines and regulations. We collected data from
three Government Agencies within the country, concerned with policy development and
environmental welfare in relation to car carbon emission, namely, National Environment
Management Authority (NEMA), Ministry of Works and Transport, Uganda Revenue Authority
(URA).
We analyzed the collected data using SPSS. The project was designed using Data Flow Diagrams
(DFDs) for the process model and Entity Relationship Diagrams (ERDs) for the data model.
Implementation of the project was carried out using technologies that included; Hypertext Markup
Language (HTML) for the interfaces, cascading style sheet (CSS) for styling the interfaces,
bootstrap for responsiveness, Hypertext Preprocessor (PHP) connecting the database and the
interfaces, MySQL for the database, Arduino Uno to coordinate operations in the tool used to
capture car carbon emissions and share the collected results. In conclusion we were able to attain
the project objectives and establish its effectivity. We therefore recommend usage of the system
to guide decisions on car carbon emission.
