dc.description.abstractLike in any other city in the world Kampala city has small urban centers that grow around it as one leaves the central business district(CBD). So Makerere Kikoni is one of those trading centers that has grown close to the CDB and with also other factors like Makerere University which is one of its major factors contributing to its growth. Makerere Kikoni is strategically located from the CBD hence giving it a great advantage of development, despite this, Makerere has highest and best use potentials of construction of good settlement units, construction of hotels, hostels, places of worship and other residential units and this is because the largest population in Kampala city only work in the city and reside outside the CBD, this makes areas like Makerere Kikoni the best places to stay since they are very close to the city where people can even walk to their places of work. The study reviewed the back ground of the area of study, building and control regulations in the area, ongoing and proposed development projects/programs to show the factors that have contributed to the growth of Makerere Kikoni into a slum despite its highest and best use potential. Other area in Uganda, in East Africa, Africa and around the world were also shown in the study having a similar problem that the study area is going through that is to say Katanga, Kibera in Kenya, Soweto in South Africa etc. The report shows the different government officials that are responsible for the administration of the area and how each administrative has contributed to the growth of the study area that is to say the zone in which they are responsible, the problems they face and how they carry out their operations. Apart from the officials, the report also shows response from the locals in the areas. The study shows the knowledge precinct physical development plan 2020-2030 that turns out to be one of the major reasons for the current state of Makerere Kikoni area alongside other different reasons as shown in the report below.
